Meeting: Regular Council Meeting
Date: May 27, 2020
Place: Davis Town Hall

Mayor Martin called the meeting to order at 6:30pm

Roll Call; Mayor Doug Martin, Council; Ted Helmick, Lisa Cousin, John Felton, Al Tomson, Cindy Robeson and Recorder Andy Snyder.

Pledge of Allegiance

Guests: None

Minutes from March 11 and May 13, 2020: Councilman Helmick made a Motion to approve, Councilman Tomson Second, all in favor, Motion carried.

Committee Reports:
Streets, Alleys, Water Works: Jobs Completed from 5/13/2020 through 5/23/2020 See attached list.

Personnel: None

Ordinance/Resolution:
Second Reading of Bond Ordinance by Councilman Tomson: See attached Ordinance. Then a three week pause for public comments before the third and final reading JUNE 24, 2020

Cemetery: The Town received numerous complaints that the Cemetery was not mowed for the Memorial Day Holiday.

Parks and Recreation: The Parks remain closed but many people have been using the Boulder Park.

Old Business:
Spring Cleaning pickup has been tentatively scheduled for July 8, 9, 10, 2020. Motion made by Councilwoman Robeson, Councilman Felton Second, all in favor, Motion carried.
Garbage Truck: Mayor Martin said a loan has been tentatively secured through the Grant County Bank, see attached document from Brenda Wolford, Branch Manager.
Motion to accept the loan made by Councilman Tomson, Councilman Felton Second, all in favor, Motion carried.
Sewer Feasibility Study, Councilman Tomson spoke with Tucker County Development Authority Director Steven Leyh and Shane Whitehair with Region VII and they said there would be “Multiple Options” available from the feasibility study.
Employee Handbook: Councilwoman Cousin will work with Mary Ann Tomson to review, revise and re-write necessary parts of the Employee Handbook then present to Council for approval.

New Business: Mayor Martin recommended the Town buy a new safe to secure necessary documents and Town firearms. Approximate cost is $2,000.00. Councilman Tomson Moved and Councilwoman Robeson Second, all in favor, Motion carried.
Recorder Snyder requested permission to erect the Mon Forest Town Partnership signs. It was recommended the Town correspond with Western Pocahontas Properties for permission to post.
Mini Excavator: We traded for a larger bucket which costs an additional $175.00
Town Hall Office Ceiling: After discussion, Council decided to upgrade the ceiling and lighting in the office, Motion made by Councilwoman Cousin, Second by Councilwoman Robeson, all in favor, Motion carried.
White Dump Truck fuel system was plugged. New fuel filter and modulator valve were installed for approximately $300.00

Mayor Martin said the bid opening is tomorrow at 1:00 pm for the Town Water Project.

Mayor Martin asked for a Motion to Pay the Bills, Councilman Tomson Moved, Councilwoman Cousin Second, all in favor, Motion carried.

Motion to adjourn at 7:21pm made by Councilwoman Robeson, Second by Councilman Felton, all in favor, Motion carried.
