Meeting: Regular Council Meeting

Date: August 12, 2020

Place: Davis Town Hall

Mayor Martin called the meeting to order at 6:30pm

Roll Call; Mayor Martin, Council; Ted Helmick, Lisa Cousin, John Felton, Al Tomson, Cindy Robeson and Recorder Snyder.

Absent: None

Pledge of allegiance

Guests: Jeanette Tekavec Ware, Angie Lipscomb, Savannah Wilkins and Heather Clower.

Minutes from July 22, 2020: Councilman Tomson made a motion to approve, Councilwoman Robeson Second, all in favor, Motion carried.

Dispense from Regular Business: Recorder Snyder Moved, Councilman Felton Second all in favor, Motion carried.

Guests: Jeanette Ware questioned why the MFTP sign was not posted at the edge of town. Recorder Snyder explained that the sign was posted on the corner of the old Shop ‘n Save building temporarily until permission is granted for a permanent location.

Angie Lipscomb expressed concern regarding the decrease in recycling bins by Sunrise Sanitation. “Sunrise was granted $75,000.00 in October of 2019 and reduced the number of items the public can recycle in the Spring of 2020.” The number of recycling bins were reduced due to a contamination issue.  Ms. Lipscomb met with Mr. Walker of Sunrise Sanitation and said he is willing to help the Tucker County Community increase the number of items they can recycle if there is an interest and a better understanding of the regulations. Ms. Lipscomb will begin working on a community survey throughout the county and get back to Town Council soon. Councilman Tomson said an education campaign is needed regarding the rules and regulations.

Return to Regular Order of Business: Councilman Tomson moved to return to regular order of business, Councilman Felton Second, all in favor, Motion carried.

Committee Reports:

Finance:  Mayor Martin presented accounts payable for review. See attached

Streets, Alleys, Water Works: Jobs Completed from 7/17/2020 through 8/08/2020 See attached list. Councilwoman Cousin reported that the entrance to Alcohol Alley is blocked periodically. Mayor Martin will talk with the violators.

Personnel: Town Employee Vacation Request: Jay Kennard 11/23-11/27/2020. Councilman Helmick moved to approve, Councilwoman Cousin Second, all in favor, Motion carried.

Ordinance/Resolution: New Garbage Rates Ordinance- Mayor Martin gave the Second Reading. Councilman Tomson made a Motion to approve, Councilwoman Robeson Second, all in favor, Motion carried. See attached.

Tall Grass and Weeds Ordinance- Mayor Martin gave the Second Reading. Recorder Snyder made a Motion to approve, Councilman Tomson Second, all in favor, Motion carried. See attached

Cemetery: Mayor Martin recommended the Town post NO TRESSPASSING SIGNS on the property to the west of the new portion of the New Cemetery.

Parks and Recreation: All facilities stilled closed due to Covid-19. Mayor Martin stated that some businesses have requested the restrooms at the Boulder Park be open to the public. Discussion followed. Recorder Snyder made a motion to open the restrooms from 7:00 am to 7:00 pm. Motion died for a lack of a Second.

Old Business: Incorrect safe was shipped by Tractor Supply and had to be returned. The new trash truck is at the dealer, waiting on the packer to be installed.

New Business: Mayor Martin signed the contracts to begin the new Water Projects. First contract to begin August 31st, Second contract to begin September 5th.

Mayor Martin asked for a Motion to Pay the Bills, Councilman Tomson moved, Councilman Felton Second, all in favor, Motion carried.
