Meeting: Regular Council Meeting

Date: July 22, 2020

Place: Davis Town Hall

Mayor Martin called the meeting to order at 6:36pm

Roll Call; Mayor Martin, Council; Ted Helmick, Lisa Cousin, John Felton, Al Tomson, Cindy Robeson and Recorder Snyder.

Absent: John Felton (Excused)

Pledge of Allegiance

Guests: John Stump (Steptoe & Johnson) Robin McClintok, Gary Berti, Jeanette Tekavec Ware and Heather Clower.

Minutes from July 8, 2020: Councilman Tomson made a Motion to approve, Councilwoman Robeson Second, all in favor, Motion carried.

Dispense from Regular Order of Business, Councilwoman Cousin Moved, Councilman Tomson Second all in favor, Motion carried.

Guests: John Stump of Steptoe and Johnson provided a summary of the Waterworks and Sewer System Revenue Bonds Memorandum and explained the Bond Debt Service on $1.25 million loan.

Gary Berti requested a building permit to install a canopy on his building, (former Blackwater Bikes) located on William Avenue. He also is requesting a meeting with WVDOH to determine the right of way and property line.

Robin McClintok discussed the revised plan of the former Shop and Save building beside Town Hall. Councilman Tomson expressed appreciation to Ms. McClintock for keeping the Town informed on the project.

Return to Regular Order of Business, Councilman Tomson moved to return to regular order of business, Councilwoman Cousin Second, all in favor, Motion carried.

Committee Reports:

Finance: Mayor Martin presented accounts payable for review. Rule 42: Mayor Martin said the Town may possibly need to increase rates in the future.

Streets, Alleys, Water Works: Jobs Completed from 7/5/2020 through 7/18/2020 See attached list. Sewage Pond work has been completed and a Sludge Test was completed. Results will be available 8/14/2020.

Personnel: Town Employee Vacation Request: Derek Huffman 8/3 – 8/7/2020. Councilman Helmick moved to approve, Councilwoman Robeson Second, all in favor, Motion carried.

Ordinance/Resolution: Councilman Tomson moved to accept the Bond Resolution described by John Stump, Councilwoman Robeson Second, all in favor, Motion carried. Councilwoman Cousin moved to accept the supplemental resolution, Councilman Tomson Second, all in favor, Motion carried.

Mayor Martin read the first reading of the Grass Ordinance. Discussion followed. Councilman Tomson made the motion to approve, Councilwoman Robeson Second, all in favor, Motion carried. See attached.

Mayor Martin read the first reading of the Garbage Ordinance. Discussion followed. Councilman Helmick moved to accept, Councilman Tomson Second, all in favor, Motion carried. See attached.

Cemetery: None

Parks & Recreation: Community Center stilled closed due to Covid-19.

Old Business: Employee Handbook- Councilwoman Cousin and Mary Ann Tomson continue work on updates.

New Business: Building Permits; Jessica Luscombe (Fence). Councilman Tomson moved, Recorder Snyder Second, all in favor, Motion carried.

Correspondence: None

Mayor Martin asked for a Motion to Pay the Bills, Councilman Tomson moved, Councilwoman Cousin Second, all in favor, Motion carried.
