Meeting: Regular Council Meeting
Date: May 13, 2020
Place: Davis Town Hall

Mayor Martin called the meeting to order at 6:30p.m.

Roll Call; Mayor Doug Martin, Council; Ted Helmick, Lisa Cousin, John Felton, Al Tomson, Cindy Robeson and Recorder Andy Snyder.

Pledge of Allegiance

Guests; John Stump of Steptoe and Johnson (Via Phone)

Minutes from February 26, 2020: Councilman Helmick made a motion to approve, Councilwoman Robeson Second, all in favor, Motion carried.

Committee Reports:
Finance: Mayor Martin presented Accounts Payable and Fund Balances for review.
Mayor Martin asked for a Motion to remove Sherry Helmick from the Town Checking & Saving Accounts and add Tina Wood. Councilman Tomson moved, Councilwoman Cousin second, all in favor, Motion carried.
Mayor Martin asked for a Motion to approve the General and Coal Severance Fund Budget Revisions, Councilman Tomson Moved, Councilman Helmick second, all in favor, Motion carried.

Streets, Alleys, Water Works: Jobs Completed from 3/10/20-5/9/20 See attached list.

Personnel: None

Ordinance/Resolutions:
First Reading of Bond Ordinance by Councilman Al Tomson: See attached Ordinance. Second reading to be at the next Council Meeting May 27, 2020. Then a three week pause for public comments before the third and final reading.
Mayor Martin presented the Resolution for Fair Housing Month for April. Councilwoman Robeson made a Motion to recognize, Councilwoman Cousin Second, all in favor, Motion carried.

Cemetery: Matt Helmick was approved for mowing at $700.00 per mow.

Parks and Recreation: Mayor Martin took the P & R mower to Moorefield to get serviced.

Old Business:
Mayor Martin signed the Lay the Levy Sheet on April 21, 2020 in Recorder Snyder’s absence.
Garbage Truck: Mayor Martin made a proposal to purchase a new 12-yard Kenworth garbage truck. A financing discussion followed before Councilman Tomson made a Motion to purchase, Councilman Helmick Second, all in favor, Motion carried.
Sewer Feasibility Study: Councilman Tomson stated, “The issue is still out there, where are we?” Mayor Martin stated that the Tucker County Commission is proposing a Feasibility Study for the Towns of Davis and City of Thomas at the cost of $100,000.00. There may be a grant available for $80,000.00 with the Tucker County Commission, Tucker County Development Authority, Town of Davis and City of Thomas committing to $5,000.00 each. Mayor Martin added: “The Town of Davis is fine now regarding sewage, but we will not automatically abide by the study.” Councilman Tomson stated he would get with Steven Leyh, Executive Director of the Tucker County Development Authority to discuss options.

New Business:
Recorder Snyder announced that the new signs from the Mon Forest Town Partnership Initiative have arrived, now waiting on the poles to erect the signs.
Spring Cleanup Date: Discussion was tabled until the May 27th meeting.
Garbage Rates Ordinance: Councilman Helmick stated that the Town needs to enforce the 6, 30-gallon bags per household for residential pickup.
New Dump Truck: The truck will be taken to Tressler’s in Oakland, MD for computer re-set. Old White Dump Truck transmission is out and will cost $1,200.00 for a used one, plus cost of installation by a certified mechanic. Councilman Tomson made a Motion for the work, Councilman Felton Second, all in favor, Motion carried.

Building permits:
New Home: Dylan Radford- Councilman Felton Moved, Councilwoman Robeson Second, all in favor, Motion carried.
Garage: Bernard Curarelli- Councilman Tomson Moved, Councilman Felton Second, all in favor, Motion carried.
Fence: Robert Nichols- Councilman Helmick Moved, Councilwoman Cousin Second, all in favor, Motion carried.
Trailer Permit: Beth Evans- Councilman Tomson Moved, Councilwoman Cousin Second, all in favor, Motion carried.

Mayor Martin asked for a Motion to Pay the Bills, Councilman Tomson Moved, Councilman Hedrick Second, all in favor, Motion carried.

Employee Handbook, Councilwoman Cousin recommended that Mayor and Council discuss at the next meeting.

Recorder Snyder made the Motion to Adjourn at 8:21p.m., Councilwoman Robeson Second, all in favor, Motion carried.
