Meeting: Regular Council Meeting

Mayor Martin called the meeting to order at 6:30pm
Roll Call; Mayor Martin, Council; Ted Helmick, John Felton, Al Tomson, Cindy Robeson and Recorder Snyder.

Guests; Jordan Fenner-Fenner Hinkle Funeral Home, Jeanette Tekavec Ware, Heather Clower, Tina Wood, Chuck Wood, Mary Ann Thomson, Judy Cronauer, Alicia Erjavec-Friends of Blackwater, Cheyanne Carter, Louise Ball, Ray Ball, Shaena Crossland, Bill Peterson and Robin McClintock.
Minutes from September 23rd, 2020: Councilman Tomson made a motion to approve, Councilman Felton Second, all in favor, Motion carried.
Dispense from Regular Order of Business, Councilman Tomson moved, Councilwoman Robeson Second, all in favor, Motion carried.
Guests: Jordan Fenner with Fenner-Hinkle Funeral Home presented a list of recommendations for procedures and policies at the Davis Cemetery for discussion. See attached.
Davis resident Sheana Crossland provided a list of suggestions for Trick or Treating for discussion. See attached.
Friends of Blackwater representative Alicia Erjavec reported that the signs for the Davis Riverfront Park are ready to be installed and their looking for volunteers to install. She thanked Jeanette Ware and her sister Pat Cooper for their help. FOB will distribute a survey for Davis businesses to gather Historical information on the area.
Return to Regular Order of Business, Councilman Tomson moved to return to regular business, Councilwoman Robeson Second, all in favor, Motion carried.
Finance: Mayor Martin presented accounts payable for review.
Streets, Alleys, Water Works: Jobs Completed from 9/20/2020 through 10/10/20 See attached list.
Personnel: Vacation Request for Town Employee Robert Leary from 11/30/20-12/4/20 and 12/7/20-12/11/20. Councilman Helmick moved, Councilman Tomson Second, all in favor, Motion carried.
Ordinance/Resolution: First Reading of the Post Office Parking Ordinance was read by title only by Mayor Martin.
Cemetery: Cemetery Rules for Burials: Mayor Martin asked for a motion to adopt Jordan Fenner’s recommendations at the Davis Cemetery. Councilman Tomson Moved, Councilman Felton Second, all in favor, Motion carried. See attachment.
Parks and Recreation: All Park facilities are stilled closed due to Covid-19. A Christmas Decorating Contest was suggested for this year. The Davis Parks and Recreation Commission will organize.
Old Business: Councilwoman Robeson made the motion that the Town is aware of the CDC and local health department guidelines against door to door trick or treating, BUT the Town also realizes and is aware of the importance that this holiday tradition has within our community; thereby, the Town is recommending the following: Trick or Treat will be on Saturday, October 31, 2020 between the hours of 4pm and 6pm. If you wish to participate please have your porch light on to designate your home. As always, this is voluntary. We encourage everyone to follow proper guidelines set forth such as masks, handwashing/sanitizing, and social distancing. Please keep your groups limited to family and respect social distancing by waiting for one group to finish at a door before your group approaches. If a costume does not include a mask, please be sure a mask is used. In addition, if anyone in your group is experiencing symptoms please stay at home. The Town of Davis will not be held liable if you choose to participate and are injured or contract an illness. Councilman Tomson Second, all in favor, Motion carried.
New Business: Mayor Martin announced that the Highlander Motel property has been sold and demolition is supposed to begin the week of October 19th, 2020.
Hyperloop – Councilman Tomson said that with the Hyperloop test facility coming to Tucker and Grant Counties we have great opportunities before us and encouraged involvement by all to help the growth in a positive direction.
Due to personal reasons, Councilwoman Cousin submitted her resignation to Council via letter. Councilman Felton made a motion to accept the resignation, Councilman Helmick Second, all in favor, Motion carried. Discussion followed on how to replace the open Council seat. Councilman Tomson made a motion to go back to the election ballot results but Motion died for a lack of Second. After further discussion, Councilman Felton made a Motion to open the seat to the residents of Davis who live within the municipality, by having interested candidates sign up at Town Hall, with Council holding interviews. Chosen candidate will be announced at the Town of Davis Council Meeting on Wednesday 28th. Councilman Helmick Second, all in favor, Councilman Tomson abstained, Motion carried
Correspondence: Mayor Martin read a letter from Corey Chase of Heart of the Highlands Trail requesting a letter of support from the Town for a Federal Lands Access Program (FLAP) Grant. Councilwoman Robeson moved, Councilman Tomson Second, all in favor, Motion carried.
Mayor Martin stated that there was a copy of a letter from the Cousin family in each Councilpersons folder.
Mayor Martin read the proclamation by Governor Justice for Christian Heritage Week designated for November 22-28, 2020. Councilman Felton made the motion to accept, Recorder Snyder Second, all in favor, Motion carried.
Mayor Martin asked for a Motion to Pay the Bills, Councilman Tomson moved, Recorder Snyder Second, all in favor, Motion carried.
Motion to adjourn at 7:45pm made by Councilwoman Robeson, Recorder Snyder Second, all in favor, Motion carried.
